The San Diego County Water Authority, through its Construction Management Team of Parsons Construction, entered into a Project Labor Agreement for all construction under the Authority’s Emergency Storage Project (ESP) with the San Diego County Building Trades Council.
The ESP is a $1.5 billion capital improvement project for the storage and delivery of water throughout the county. This project includes a system of dams, reservoirs, interconnected pipelines and pumping stations designed to make water available to San Diego County in the event of an interruption in imported water deliveries. The ESP includes:
- The 318-foot-high Olivenhain Dam and 24,000-acre-foot reservoir
- A pipeline connecting the new Olivenhain Reservoir to the Water Authority’s Second Aqueduct
- A pipeline connecting the new Olivenhain Reservoir with Lake Hodges
- A pipeline connecting San Vicente Reservoir to the Water Authority’s Second Aqueduct
- Raising San Vicente Dam by at least 54 feet to provide additional water storage
- Five new pump stations
